WHML.ORG applies an income-based tiering system to ensure equitable and transparent membership fees across global regions. This framework is calibrated to the World Bank’s four income classifications. Low income economies (A)Lower-middle income economies (B)Upper-middle income economies (C), ,以及 High income economies (D). Which are updated annually on 1 July, based on Gross National Income (GNI) per capita calculated using the Atlas method. These classifications are widely recognized in international economic and policy analyses, including resources from World Bank, Our World in Data, and OECD.

"(《世界人权宣言》) base membership fee corresponds to Tier D (High income), with proportional reductions applied as follows:

  • Tier C (Upper-middle income): 75% of Tier D fee
  • Tier B (Lower-middle income): 50% of Tier D fee
  • Tier A (Low income): 25% of Tier D fee

All adjustments are rounded to the nearest $0.50 for consistency and fairness.
